Increasing concern about the rapid rise in the number of students identified as learning disabled especially when the term is applied to students whose primary difficulty is reading, has led to an increasing lack of confidence in the discrepancy model as a means of identifying children with learning disabilities.  Endorsement from U.S. DOE and authorization from Congress through the Individuals with Disabilities Education Improvement Act of 2004 (IDEA 2004) initiated the utilization of the PS/RtI Model in schools nationwide to create well-integrated systems of instruction intervention guided by child outcome data.

The PS/RtI Model Grant provides $50,000 toward the salary of the district's RtI Coach who will work with the 3 pilot schools (AES, SPC, TES).  The remainder of the position salary will be borne by the school district.
